The Frederick Arts Council is launching its new master public arts plan with a few brushstrokes. The nonprofit plans to fund a mural at 201 S. Market St., a red brick townhouse recently renovated as luxury apartments. Executive director Louise Kennelly said the mural, when completed, would be “the first project in implementing the public art master plan,” which the Arts Council formally announced in April.
