Retiring police captain runs for City Council

SALEM — Retiring police Capt. Conrad Prosniewski has entered the City Council's at-large race. Prosniewski, who pulled papers pulled Monday afternoon, joins a field of 12 candidates competing for four at-large council seats in this year's biennial elections. The 64-year-old is joined by incumbents Domingo Dominguez, Elaine Milo and Arthur Sargent, as well as eight other candidates who aren't currently in office.
